Editorial Analysis
Why This Matters
Improved accessibility: More local FRRO offices can reduce the need for eligible foreign nationals to depend on distant regional offices for certain immigration-related services. Tourism and hospitality: Easier access to immigration services can support international visitors travelling for leisure and business purposes. Medical and educational travel: Foreign patients, students and other eligible visitors may benefit from better access to registration and visa-related assistance. Administrative coordination: More offices at state-level locations can strengthen coordination between central immigration authorities and State Governments. Immigration compliance: The expansion is also intended to improve the monitoring of lawful stays and implementation of immigration requirements.
The Ministry has identified nine remaining states where the establishment of FRRO offices is being pursued. These are Bihar, Goa, Himachal Pradesh, Jharkhand, Madhya Pradesh, Uttarakhand, Arunachal Pradesh, Manipur and Meghalaya.
The expansion is expected to improve access to immigration services for international visitors, particularly those travelling for tourism, medical treatment and education. It is also intended to improve coordination between central immigration authorities and State Governments.
The FRRO system performs an important role in managing the stay of foreign nationals. Its responsibilities include registration of eligible foreign visitors, issuing Registration Certificates and Residential Permits, recording changes in personal details and granting permissions for visits to protected or restricted areas where applicable.
FRRO offices also deal with certain cases involving visa expiry, overstaying and exit permits in accordance with applicable immigration laws.
The government has highlighted the role of digital services alongside the physical expansion of offices. The e-FRRO platform provides 35 online services, including registration, visa extension, visa conversion and other eligible immigration-related services.
The initiative is linked to the wider immigration framework established under the Immigration and Foreigners Act, 2025, which consolidated four earlier laws relating to immigration and foreign nationals.
The expansion is intended to balance easier access to legitimate immigration services with effective enforcement of immigration regulations and national security requirements.
FRRO Network and Digital Services
The Ministry of Home Affairs has reported that the number of FRRO offices in India has reached 20.
The offices are located in Ahmedabad, Amravati, Amritsar, Aizawl, Agartala, Bengaluru, Bhubaneswar, Calicut, Chennai, Cochin, Chandigarh, Delhi, Guwahati, Hyderabad, Kolkata, Kohima, Kozhikode, Lucknow, Mumbai and Trivandrum.
The expansion includes offices established in recent years as well as additional locations notified by the government. Notification of an office should not automatically be interpreted as confirmation that every service at that location is already fully operational.
Alongside physical offices, the e-FRRO platform provides 35 online services. These include registration, visa extensions, conversion and other eligible immigration-related services.
The digital system is intended to make immigration procedures more accessible while supporting administrative monitoring and compliance.
