Editorial Analysis
Why This Matters
Annual life-certificate submission is an important requirement for pensioners to continue receiving their pension benefits. For elderly citizens, especially those aged 80 and above or living with health-related difficulties, travelling to banks and government offices can create practical challenges. Digital Life Certificate services aim to reduce this burden through smartphone-based authentication. The doorstep assistance provision is particularly important because it can help pensioners who cannot independently visit designated centres. The campaign also highlights the growing role of digital public infrastructure in improving access to government services.
The campaign will be implemented through coordination between public sector banks, India Post Payments Bank, UIDAI, the Ministry of Electronics and Information Technology, pensioners' welfare associations and several government departments.
The initiative will also involve organisations connected with Defence, Railways, Posts, Telecommunications and the Employees' Provident Fund Organisation, along with state governments.
Special attention will be given to super-senior pensioners aged 80 years and above, women pensioners and individuals facing health-related difficulties.
For pensioners who cannot travel to campaign centres because of age, illness or physical limitations, doorstep and home-based assistance will also be facilitated.
The government aims to make the annual verification process more convenient by expanding digital access and improving coordination between participating institutions.
During the launch programme, the government will also release a compendium booklet and a coffee-table e-book documenting the achievements of the previous DLC Campaign 4.0.
The initiative is expected to strengthen digital pension services and improve access for retired citizens, particularly those living in areas where visiting a pension office or bank can be difficult.
