According to Amritsar Police Commissioner Gurpreet Singh Bhullar, one of the modules had allegedly installed CCTV cameras near railway tracks and other sensitive locations to transmit live footage to handlers based in Pakistan. Police alleged the surveillance was intended to gather intelligence on critical infrastructure and security movements.
Investigators also alleged that the accused were working under the direction of Pakistan's Inter-Services Intelligence (ISI) and were attempting to recruit local youth for surveillance, transportation of illegal arms and other activities aimed at disturbing peace and public order. These allegations have been made by Indian police authorities, and there has been no response from Pakistan.
